Property Description:

90-acre Industrial Property located adjacent to the Delaware River near the Commodore Barry Bridge.

The property was a former electricity generation facility (circa early 1900s), which has been restored for use as Class-A office space. The remainder of the property will be redeveloped for residential, commercial, and entertainment uses.

Total redevelopment costs are estimated to be over $100,000,000 and the property is expected to revitalize the City of Chester by creating additional jobs and economic growth, while also improving infrastructure.

Project Description:

Site soil and groundwater were impacted as a result of improper environmental practices that occurred over more than 100 years of use. As a result of this contamination, the property had been vacant for more than 20 years.

Environmental activities included additional investigation of soil and groundwater, review and comment on reports submitted by former property owner to the PADEP, geotechnical investigation, construction oversight, health and safety supervision, and design and operation of a recovery system to remove separate phase petroleum hydrocarbon liquid from groundwater during installation of site utilities.

The timely completion of these environmental activities allowed the redevelopment project to move forward with minimal delay. The successful completion of the redevelopment activities has opened views of the scenic Delaware River to the public, created job opportunities for the surrounding community, and transformed this once inactive property into productive use.
