Property Description:
58-acre Industrial Property located in the Borough of Elverson, Chester
County, Pennsylvania.
Property has been used for the manufacture and distribution
of metal products since the early 1940s.
The property was affected by historical releases and investigation activities
have been ongoing since 1987.
Project Description:
Patriot Environmental Management was retained by the client to evaluate
the results of previous environmental investigations at the site. Upon
reviewing the data, Patriot Environmental Management recommended that the
project be guided into the correct regulatory program by meeting the requirements
of the Pennsylvania Land Recycling and Environmental Remediation Standards
Act (Act 2). By doing so, the property owner (and all future owners) would
receive a release of future liability for the identified contamination.
Project tasks included: additional soil investigation activities to delineate
areas of contamination; evaluation of the existing groundwater extraction
and treatment system that was installed by a previous consultant; assistance
during sensitive property transaction discussions; and negotiation with
off-site property-owners to connect them to public water.
Previous investigation activities had consisted of “doing only enough” to
be compliant with federal and state laws. By continuing this approach,
the owner would have retained cleanup liability and remedial costs for
an indefinite period of time. Our approach involved capitol investment
over a short period of time, which will result in a reduction in liability
and ultimately long-term savings for the client.
